In case of an emergency, call 911. When in doubt, call 911 and let dispatchers determine the correct resources to dispatch.
If a crime is not in-progress or does not constitute an emergency, you should call the non-emergency police line at (541) 682-5111. You can also leverage the Downtown Guides, or “red caps”. Dial (541) 501-9286 to connect with the Downtown Guides Monday–Friday, 8am–6pm, and have someone sent to your location for assistance as a rapid alternative response for business and property owners.
For a mental health emergency, your call may be routed to Lane County’s Mobile Crisis Services. While you can contact them directly, we encourage letting the 911 operator make that determination. See below for mental health non-emergencies.
Behavioral & Housing Crisis Services
If a situation does not constitute a criminal or safety emergency, but an individual in Downtown Eugene needs to be connected to services for behavioral health, addiction, or housing, contact the Downtown Peer Navigators at 503-515-9021. Their service hours are Monday–Friday, 7am–4pm.
Outside those hours, call Mobile Crisis Services of Lane County (MCS-LC) at 541-682-1001 (24/7) or text 988.
Specifically for housing support or shelter, you can also dial 211. Dial 1 for English, enter your current zip code, and then 1 again for housing, or follow the prompts for other options.
Cleanliness
Downtown Watch is Downtown Eugene’s rapid response clean team. Visit https://eugene-or.gov/downtownwatch to report a mess, biohazard, or graffiti. This team’s hours of operations are continually expanding.

Who’s Doing This Work
Downtown Police Team
Downtown Eugene is a distinct police beat, staffed by officers specifically assigned to the downtown area most times during the week. The downtown police station is located at 960 Olive Street in the Lane Community College Downtown Center.
Officers responding to calls in Downtown Eugene may also now be accompanied by a Lane County Qualified Mental Health Specialist. Learn more about this new co-responder model and its benefits to the unique needs of Downtown Eugene from our friends at KLCC.
Additionally, the Downtown Safety Team patrols downtown during limited hours. These are volunteer representatives of the Eugene Police Department, often referred to as the “yellow jackets”.

Downtown Guides
The Downtown Guides program is funded by Downtown Eugene, Inc and the Service District fee.
Downtown Eugene Peer Navigators
2 peer navigators from an organization called Ideal Option patrol Downtown Eugene from 7am–4pm Monday–Friday. In addition to working with EPD officers to deflect individuals away from the court system, these navigators can be reached direct at 503-515-9021.
The peer navigators are experts in the wide range of mental health, addiction, and housing services in Lane County. Navigators are contracted to respond to calls and, when folks are willing, walk someone all the way through the doors of a treatment facility or housing office. When the peer navigators are unable to resolve a situation, their can-do attitude has them on the phone with the next appropriate responding organization.
Mobile Crisis Services of Lane County
MCS-LC provides help for people experiencing an immediate behavioral health crisis. Their qualified professionals provide services in a community-based setting. The goal is to de-escalate and stabilize individuals quickly. MCS-LC operates from a specially equipped vehicle, ready to be dispatched wherever needed. 911 operators may route calls to MCS-LC as appropriate.
