The City takes a proactive role in promoting the desired dense, high quality development and targeted investment downtown. The City works closely with developers, leveraging economic tools and City-owned property to achieve desired results. The City of Eugene offers a variety of financial incentives programs for residential and mixed-use development projects, including the Multi-Unit Property Tax Exemption and Vertical Housing Development Zones.

Downtown Eugene Planning Document
The Eugene Downtown Plan was adopted in April 2004.This plan seeks to capitalize on development opportunities; strengthen downtown's role as a regional center; expand housing, cultural and recreational opportunities; create great streets and special places; and transition downtown into a vibrant city on the river.

Downtown Zoning
Zoning and land use regulations have a major impact on development in downtown Eugene. Based on direction from the City Council, City Staff members are taking a close look at the zones and regulations for downtown to determine if any changes are needed to better support the desired high quality density of development and intensity of activities in our commercial core.
